IODA
IODA is a CAIDA project that detects macroscopic Internet outages by monitoring the Internet in near-realtime. In order to detect outages, network telescope data from STARDUST is analyzed by applying filters to the raw traffic data, then performing geolocation and ASN lookups to compute the number of unique source IPs per minute.
The image above displays an internet outage on November 16, 2019 in Iran due to widespread protests as a result of increased gasoline prices.
